Persistent long term parking of commercial vehicles on a provate estate

For some weeks, a variety of commercial vehicles have been parked overnight and weekends partly on the pavement of a private estate - Tudor Way. These vehicles present and obstruction to pedestrians and disabled vehicles. Vehicles have belonged to the Highways Authority and to Open Reach contractors.
Kept getting the run around from council to police to council both claiming that it was not their responsibility. No positive response from either but vehicle removed after over 2 weeks of 24/7 parking by an organisation not obviously related to either!
