Messy brambles and weeds

Hello, there is a verge of bushes (blackberry bushes) against the brick wall of our property. We would like to cut this all back as it is messy and often grows into the public pathway. Do we need permission to do this? We are planning to plant wildflowers in their place. Thank you for any advice you may have.
