Flooding and Leaf deposits in Layby

The lay-by in Bicester Road Gosford (outside number 131) is becoming more and more filled with muddy leaf deposit as it has not being cleaned and the level of the layby is lower than the road so it regularly floods. This has been the case for over a year since the adjacent road was last resurfaced leaving it higher than the lay-by and the lay-by not draining. Please can this be maintained / cleaned.
