Driver of Mercedes parked badly

This area has double yellow lines and the driver of the Mercedes has decided that they would rather park onto the pavement obstructing the flow of those using the pavement. This could be hazardous as double yellow lines are put in places for reasons to keep traffic flow optimal and to not cause a nuisance to pedestrians that might use the pavement and their use of the pavement has been limited by the car in question. Many drivers are also doing this on a daily basis and it clearly is now an issue that needs fixing or a deterrent to prevent it happening again.
