The drains are blocked both sides of road

The road floods and becomes impassable on foot. There is a vulnerable 86 year old who lives in the road and she cannot get out to do her shopping etc. This is an on going problem that is getting worse. The flooding lasts for days. There are two drains that are not working. It is years since I have seen a gutter/drain cleaning van on the road, they always miss our part of the street. I hope you can help. Thank you.
