Illegal Parking on Double Yellows

These cars (and more) continue to illegally park on double yellows not only that but they block the pavements for wheelchair users. My mother who is disabled cannot get her wheelchair up the side walk due to how they keep parking. I have reported this multiple times to the council and police and no one is helping me, I don’t know what else to do!
