Sent to Leicester City Council less than a minute later. FixMyStreet ref: 7027157.

Happens every week. Wheely bins left blocking pavement outside a house with someone with disabilities, who walks with a stick and sometimes uses a mobility scooter. No body can pass without going off the kerb and into the road.
