Anti-Social Behaviour on Parks land

There have been two recent incidents on Bristol City Council (Parks) land. These incidents may or may not be related.
The first incident happened some time during 21st or 22nd January 2025 near the entrance to Troopers Hill Nature Reserve on Crews Hole Road (What3Words ///tests.robe.spice). This location has an unofficial layby and to prevent constant fly-tipping Bristol City Council (Parks) have erected heras fencing. The fencing was moved back in to the woodland and the hedgerow was completely cut away which has resulted in access to the woodland being opened up. To protect the woodland and restrict access, a group of people moved the fence back and placed the cut hedgerow next to it.
The second incident happened between 6-6.30pm on 23rd January 2025 in the woodland that backs on to Old Lamb Close (What3Words ///hooks.began.join). Under darkness two men were spotted in the woodland picking things up from the ground, one had a torch. They were asked what they were doing and one replied they were collecting wood. They were informed the wood was in a conservation area and asked if they had permission from the landowner Bristol City Council, to remove the wood. One man replied they did not have permission. So they were made aware that they could not remove the wood without the land owners permission and also they were advised of the environmental damage they were doing, given the amount of wild life in this area of the woodland. After a short discussion they were persuaded to leave, turning the torch off they made their way back to a car that was parked on Lamb Hill. They put something in the boot and drove off. Unfortunately as it was dark so there is no description of the two men nor was the vehicle identifiable other than it was a similar shape to a Ford Focus.

Is the Parks department able to plant hedging or erect a fence on the lower short section of Lamb Hill to prevent access to the woodland (behind 1 Old Lamb Close) and to encourage the public to use the official entrances to Troopers Hill Nature Reserve.
