Storm water on road, not draining

There is a point on the A326 between the Goodies and Morrisons roundabout, on the Netley Marsh side of the road where storm water floods across the road. Sand bags are often placed here but serve no purpose as when it rains they get washed away. This morning some of the bank had been washed into the road. After heavy rain storm water floods down the bank onto the road. This suggests the drain maybe blocked or cannot cope with the amount of water.
