Cones put out to stop parking

More and more people are placing traffic cones in front of their houses to stop other people parking. Pemberton Road is a one way street. If cones are put out, this has a knock on effect with people parking further down the street. People placing traffic cones outside their houses is illegal. Solutions needed. ie parking permits.
