Road safety issue due to parked cars obstructing view of oncoming traffic

Please can the safety and parking be reviewed along Surley row RG4 between the 2 chicanes. There has been an increase in parking on the left side going down to Rotherfield way since the development of houses on the previous Gardener arms site. If I am travelling down Surley Row to Rotherfield way I have no clear vision of the road ahead due to up to 11 parked vehicles obstructing vision on left hand side of road and no where to safely pull in as the cars travelling north have right of way. Due to the narrowed restrictions this is causing bottlenecks . I feel this part of the road would benefit from either some yellow lines or areas to allow cars to pull in.
