Street drains in South Hinksey are clogged solid with silt etc

The drain in the photo is in St Lawrence Road right outside Wilkins Courtyard. I pushed a stick into the drain and the drain is pretty solid with muck, leaves, silt. Other drains in South Hinksey look the same. This drain needs clearing out as do others in South Hinksey.
