Regularly double parks and blocks other vehicles

This vehicle is regularly double parked on the road and and blocks vehicles which are parked in disabled bays. The black car in the image is a car through the Motability scheme and therefore can be parked in disabled bays. The white car consistently blocks the black car in by double parking in front of it

The location for these incidents occurring is 21 Niddrie Rd, G42 8NT and has been ongoing for months.
