Public right of way blocked by cars and fly tipping

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 7001805.

The lane behind Gloucester Road is constantly blocked by either parked cars taking up the entire lane or fly tipping through across all the pavement.

I have witnessed people unable to now walk through the lane which means the public right of way is now blocked by cars parking here and consistent fly tipping.
