Council tenants leaving rubbish and broken furniture in garden

The council tenants at 4 Springfield Way are not maintaining the front of the property / front garden (this is part of their obligations: https://www.folkestone-hythe.gov.uk/ council-tenants-leaseholder-service/ tenant-handbook-living-community). There is rubbish and broken furniture in the front garden and it continues to accumulate. As the landlord FHDC needs to ensure tenants are not being antisocial or disruptive to the community they are living in. Please direct as appropriate and ensure I receive an update. Thank you.
