Footpath blockage

This house no.39 Kings Road, are keeping their wheelie bins out on the public footpath. This is making it tight for anyone with push chairs to past. Someone in a wheelchair will not get past because of the bins. Why are they not keeping them in their driveway until bin days. I have walked to my children school all this week and the bins have been there everyday.
