Illegal parking on pavement/ grass

Van fully parked on grass area/ pavement, completely blocking the only disabled entrance to over 70 apartments. Parking in the new development is constantly a complete disaster with cars/ vans continually parking illegally, ruining grass/ landscaping and blocking other vehicles in.
