Clanking noise every time vehicle drives over manhole

This manhole cover, which OCC had identified as a Thames Water asset, has been causing undue distress to a local resident for some considerable time. This issue has been reported before now, but closed as soon as OCC had identified owner of the manhole. This remains a highways matter and still remains distressing for the local resident who is very unwell and cannot get a complete night's sleep due to the noise from this manhole cover which starts early morning, sometime 5.30am to late evening 11.30pm. It would be very much appreciated if OCC could stress to Thames Water the local urgency of this issue.
