Very high fencing adjacent to Greenway

The industrial plot have erected very high solid fencing panels that are an eyesore. They appear to be panels from shipping containers. Any boundary fencing requires planning permission? These are so ugly and obstruct wildlife, right next to what was a lovely countryside walkway.
