Water has been leaking through road surface and running down the road. The running water Ihas now frozen over and is dangerous for pedestrians should they need to step on the road to get around dustbins.

This leak has been in situ for months but no one seems to be doing anything about it. When it's not frozen the water splash from car tyres trails up the road several yards beyond the source of the keak and becomes slippy black ice .
