Parking covering the whole path, covering dropped kerb

They park over the whole kerb, making residents walk into the road daily. They are also blocking access to a dropped kerb and blocking in my wheelchair accessible vehicle. It clearly states I need 3M to get my wheelchair in and out At times there are 2 cars parked side by side with a smaller red car parked on the grass
