Parents constantly blocking driveways,rd and pavement access

This ongoing issue is getting worse. We have had instances where are bin ben haven’t been able to access the street. The day this pic was taken a small asda delivery van was trying to get passed to deliver an elderly lady’s shopping and couldn’t get passed. My small corsa just about got through. There are disabled people living here that can’t access the purposely built pavements and dropped curbs. Parents are having to push prams on the roads. Residents car’s have been hit and driveways blocked. It is a small dead end road not big enough for this traffic. Engine’s are being left running for half hour while parents sit waiting to collect their children. It’s a race for them to get a space. The pollution is also a worry. Parents have been asked nicely by many residents to no avail. Some can be quiet rude.
