Unpermitted roadworks problem

Customer has called in and has mentioned that the building site has closed off a public lane Eagles alley, Developer has closed the Footway off and is blocking access, they are working on a building site there is no scaffodlding protection either. the have not blocked off the high street end which means that pedestrians can walk all the way up towards oldbury road but it has been fenced off at the top at that end.
