Parking causing traffic problems

Parking on High Street is causing traffic problem. Often gridlock causing cars on main A329 to queue across junction. The is going to be an accident. Can the council create passing places or control the parking better so that traffic can flow. It can take up to 10 minutes to negotiate this junction
