Illegal covering of roadside gulleys and cambering of road.

Reported via desktop in the Roads and Carriageways category anonymously at 11:49, Monday 6 January 2025

Sent to Oxfordshire County Council less than a minute later. FixMyStreet ref: 6937862.

Under Fix my Street reference 6820133 and OCC ref ENQ241026336 I reported problems with work contracted by Mulberry homes on the Blackthorn Road, specifically two problems:-

1)Roadside gulleys on the Blackthorn Road on left hand side in direction of Blackthorn have been covered over.

2)The road surface camber has been altered/removed such that the camber is now only one sided towards the right hand side of Blackthorn Road.

THIS APPEARS TO BE ILLEGAL AND CONTRAVENES PLANNING. IT PUTS THE RESIDENTS ON THE RIGHT HAND SIDE OF BLACKTHORN ROAD AT RISK.

The response from OCC is incorrect and the claim has not been investigated correctly. Google earth street map clearly shows at least four roadside gulleys have been covered over - see images.

The claimed defence by Mulberry homes about road depth is hardly a defence against their poor pre-inspection and investigation of the road situation; we on Blackthorn Road have already been inconvenienced by Mulberry who found that their own planning was unsuitable for the main site and the levels had to be raised to allow “economic” development to continue.

Please rely specifically to both points raised above which OCC failed to do in their earlier response, totally ignoring the road camber issue.

  • Thank you for reporting your concerns.

    1) The gullies on the development side of the carriageway have been removed as they are no longer required due to the camber of the road being altered. This decision was taken during the S278 technical process and provided ahead of construction.

    2) To resolve the insufficient depth of the carriageway the camber was altered, as a simple resurfacing program was not achievable. The agreed solution is to raise the upstand on the driveways where the camber has been altered and regrade the footway to ensure the surface water falls away from the properties and back into the carriageway. Please be rest assured the remedial works will be carried out by the developer as soon as possible.
