Three lots of household rubbish in black bags have been deposited in the passageway at the rear of Arthur Street, Runcorn and should be cleared before they split open and it gets scattered everywhere.

  • Even though it is in the rear entry to the houses Halton Council say its not responsible as the land is private. So there the rubbish stays, it would appear.
