Overgrown shrubs over wall

Can’t find the correct category for this, the hedge / greenery growing over the wall adjacent to the pavement is encroaching onto half of the available space to walk. Quite often while walking along this pavement there are scooters hurtling to cards you at speed and there’s only room for one person width due to the greenery coming over the the wall. This is a serious safety issue as it’s along a very busy road. Merchants Road ? Adjacent to Rownham Mead.
