Knee rail fencing all broken/ fallen down

Hello. Across the whole of Stonecrop leyes in Bure park the knee railings have broken due to the winds and being old and rotten and fallen down. I addition to this there is a large hole in the fence outside our house No.10 with a broken knee railings that people are cutting through the walk way. Would it be possible to replace all the knee railings along the road as this will make it look so much better and would it be possible to plant a tree/shrug in the hole outside our house to stop people cutting through from the footpath to our road?
