Lights out of sequence

The lights in the right hand lane of Ock street turning into Stratton way are almost permanently out of sequence? The "Scoots" software is inappropriate for this junction meaning the lights at the right turn defaults back to a timed sequence resulting in a red stop light here even when there is no traffic coming up Ock st or coming along Stratton way, the upshot is a huge backlog of traffic accumulates along high st all the way to Bridge street and completely blocking the exit of West saints Helens st? This junction simply doesn't work ?
