Parking within couple feet from our livingroom, parking on a pedestrians drop kerb parking in middle of car park directly behind our legally parked car

This person has been making our life miserable for 6 months I politely asked not to be parking outside our front window where he peers in through our window. on a daily basis he told us that he can park anywhere he likes. He drives past marked parking bays to park outside our house he i very intimidating where there are no parking lines this is to make sure there are enough room for cars to enter and leave official parking bays. He just ignores I'm unable to use my mobility scooter as cars park on the pavement and over dropped kerb this has caused some very much distress as I feel that I'm a prisoner in our own home by not being able to use the back entrance to leave on my mobility scooter.
