At junction to brynlow drive-and beyond

Lights out pitch black and flooding - probably due to gullies being blocked flowing down from about no66 and then under aqueduct- DANGER OF AQUAPLANING and WATER THROWN ONTO TRAFFIC ENTERING FROM BRYNLOW DRIVE-does this each time it rains- apparently car crashed last week and ended up on its roof close to junction where lights are out.
