Car blocking the pathway and access to Hydrant for Fire Engines

Car and sometimes Van belong to same person as it seems is always parked on a corner of Cranleigh Gardens Luton, which is a blind spot and fully blocking the pavement so no one can pass through, very dangerous for kids and elderly people. also more importantly fire engines cannot access the water hydrant which they need in case of emergency, and this car is almost blocking it.
