Pavement between Sunnybank & Sunnyside driveways

The road was recently resurfaced - despite discussing with engineers in attendance no action was taken to repair and raise the pavement level which is now BELOW the new roadway tarmac - result standing water and mud after rain on the pedestrian route. This is where the road is down to a single carriageway with traffic competing from both directions. In freezing conditions this is iced - significant danger of fall/slip at a point where pedestrians are in danger anyway. Why wasn't the pedestrian path raised at the time the road re-surfacing was done?
