Lights for an alley with no access

Sent to Bury Borough Council less than a minute later. FixMyStreet ref: 6852115.

The traffic lights for the alley next to mezzanine are ridiculous. You can't get a car down that alley because they built a staircase in it. But the whole main Rd has to stop while it has a green light.
