People ignore The Sign Keep Clear Turning Area

I live at the end of Hawthorn Gardens which is a dead end with a turning area for vehicles to turn around and go back out of the cul-de-sac. My driveway is very steep and I have reverse into it but when cars are parked in the turning area I cannot carry out this manoeuvre . Some time there are two cars parked side by side and I have to go and ask them to move to let me into my drive . The sign is an official sign that must have been put up by the council but it may as well not be there because everybody ignores . When the refuse vehicles come to collect the rubbish they have to turn around to get back out of Hawthorn gardens which takes many manoeuvres even with no vehicles parked . Since I have lived here I have had my front garden wall knocked down twice due to obstructions when vehicles are trying to turn . This actually happened once by the refuse vehicle and the wall had to be re built .

I received a phone call from a gentleman from the council to which I ran through the problem . I explained that I lived at the end of Hawthorn Gardens which is a dead end consisted of a turning area for vehicles to go back out . I explained that there was even a council sign which reads turning area keep clear but vehicles completly ignore this and make it extremely difficult for me to reverse into my drive . Several times it has been impossible to as the entrance completly blocked and I have had to go round to houses in the road to ask them to let me into my drive . I also explained to the council that the refuse vehicle actually knocked down my garden brick wall because of obstruction of vehicles while trying to manoeuvre in the turning area . Also I explained that in an emergency by either the fire service or an ambulance this would have a serious impact if they could not turn round due to inconsiderate parking . The council said they could only recommend double yellow lines as an option to stop this which in the event I could ring the police . However to enable them to put in yellow lines they had to approach all the houses in the area , obviously people that park there are not going to agree to this at it would effect them parking . So unfortunately it looks like I have to live with the problem of inconsiderate People who do not give a dam .
