Water running 24/7 from neighbours house

Sent to Reading Borough Council less than a minute later. FixMyStreet ref: 6847857.

My neighbour has water running 24/7 from upstairs bathroom and overglow pipe the water comes under my fence . I had my house painted 8 weeks ago. The dining room already has damp coming through. The damp roof company won't sort until the water has stopped running next door. I have tried to contact the neighbour but he doesn't answer his door
