Dangerous exit from Singers Lane onto Vicarage Road

Frequently large cars or vans park on Vicarage Road almost obstructing the exit from Singers Lane (there is an increasing number of cars in Singers Lane and Close, and it is also used for school parking). Sometimes it is impossible to see left or right when exiting Singers Lane and one has to inch forward and hope for the best. Now that Vicarage Rd is to be resurfaced could you please put one vehicle's length of double yellow lines on Vicarage either side of the junction with Singers Lane. I am sure this will help limit potential accidents, particularly bearing in mind the proximity of two junior schools. Thank you.
The installation of formal waiting restrictions requires the implementation of a Traffic Regulation Order, this involves a long and expensive legal process including full consultation, I regret that Oxfordshire County Council would not be able to fund such a scheme at this time.

This is a very disappointing response. As I type there is a large van parked in Vicarage Road protruding over 2 m across the top of Singers Lane. Frequently there are vehicles similarly parked on both sides meaning that Singers residents must edge out beyond the middle of Vicarage Rd to have any view at all of oncoming traffic. We must all hope that this kind of inconsiderate parking does not lead to an accident. This area is particularly busy at school times (2 schools within a few hundred metres).
