Hedge boundary with Chatsworth Estate/Rope Lane

There is no issue with the hedge itself. However, not far from the junction of Burlea Drive/Rope Lane, on the other side of the road in the hedge is a tree that is completely covered in Ivy. During Storm Darragh over the weekend (Saturday 7/12/24), it seems the top half has snapped off the tree and now has been moved to the grass verge near the hedge. Looking at the rest of remaining trunk the top looks rotten. On the other side of the hedge, (I know it as Chatsworth Estate) there is a foot path that goes alongside the hedge, near the houses. Some of the ivy/branches are also on the grass verge near the houses (it seems someone has cut it back so it doesn't block footpath). I am not sure if it's been reported or if this housing estate comes under the control of Cheshire East or a private company. The actual hedge is perfectly ok and doesn't need to be removed at all. It is only the remains of the tree, which is covered in very thick ivy.
