Uprooted tree stump on pavement needs clearing.

A tree stump that has been partially been taken out of the ground on the pavement needs to be removed and either replaced with a new tree or the hole filled in. Someone, uncleay who, has evidently started the process as the stump is partially out of the ground but now remains there with the hole in the ground
