Manhole covers on footway rusted and worn through

I was on Marlborough Road last week and I noticed that the manhole access hatches in the footway outside Borough House are rusted and completely worn through in places, to the extent that there are several sharp edges visible.
Whilst the hatches may still be judged as safe for the average pedestrians weight, I am concerned that anyone of a heavier build, or someone using a mobility scooter, might fall through and suffer a serious injury.
I asked in Banbury Library and the person I spoke to seemed unsure of who is actually responsible for the upkeep of Marlborough House, so I have instead had to resort to contacting Building Control directly.
Building Control recommended me to report the issue on this site.
