Blocked drain and poor pavement design = river on pavement

The drain seemingly has never worked and every time it rains the pavement becomes a stream, with a pond and marsh at the bottom. Ideally not only does the drain need work but the drop pavement reworked so when it does block the over run goes down the road not pavement. Drainage at the bottom of the slope would be handy but less important
