Bin overflowing with rubbish

This bin regularly get 'forgotten' and is not emptied resulting in rubbish and dog poo bags littering the path. The bin was is a similar state 2 weeks ago, it was cleaned but it quickly fills up and is ofter left for at least 2 weeks after it is full before it is emptied and the rubbish cleared away. Can ths please be addressed on this occasion and also longer term? Thank you
