Double yellow line parking

Sent to Liverpool City Council less than a minute later. FixMyStreet ref: 6819496.
This pavement was only just replaced after it had become uneven due to cars parking on it. Already cars are back parking on it which will just make it as bad again. Is there anyway bollards can be put here like 20m down outside the Tesco to prevent this happening?

This area is continuously full of cars making it difficult for cars to pass on a busy stretch of road leading into West Derby Village. Furthermore the cars block a lot of the pavement and it’s causing prams and wheelchairs to be forced onto the road to pass. The lack of Traffic Wardens here is an ongoing concern and the negligence of our local authorities is a disgrace that is going to lead to a serious accident
