Road markings for the right turn into Oakdale aven

Sent to Peterborough City Council less than a minute later. FixMyStreet ref: 6814730.

The markings here are very worn and don't seem to make any sense. There are two stop lines for the traffic lights, however the 2nd stop line is just before the point of turn. Do you intend for traffic to wait here if the lights change to red after they have passed the first set of traffic lights and not having the opportunity to turn right. If not, why is there a second painted stop line at this junction? Are they expected to treat it like a box junction when turning right?
