Hedges encroaching on roads interfering with passing traffic

Windmill anmd Michaelmas Lodge Sandy Down. These two house owners are deliberately allowing their hedges to encroach on the highway. They are trying to deter traffic But this road is the main access route for about 50 homes north of Pilley Hill and east of the A337. Will you tell trhem to cut their hedges back to the edge of the highway please? thank you
