Abandoned dilapidated van

I am aware that this eyesore of a van has been reported before but apparently in Bromley’s opinion it is not abandoned as it is taxed. This van has not moved for many months, it has no front number plate, it has been daubed with graffiti, flat tyres, a parking ticket and most importantly blocks the line of sight when High Grove residents are accessing their properties. It is only a matter of time before there is a major accident.
According to GOV.UK …… Authorities must decide if a vehicle is abandoned. This is likely if at least one of the following applies:
It has no keeper on DVLA’s database and is untaxed - check vehicle tax online it’s stationary for a significant amount of time it’s significantly damaged, run down or unroadworthy, for example has flat tyres, missing wheels or broken windows it’s burned out a number plate is missing They can legally enter land (at a reasonable time) to investigate and remove abandoned vehicles.

As previously indicated, this vehicle is not deemed to be abandoned. It is taxed and has a valid mot till well into 2025, and although is in a dilapidated state, has been consistently claimed by the owner when we have served statutory notice on it. All vehicles that are alleged to be abandoned or untaxed are investigated under current legislation for Nuisance Vehicles. If a vehicle does not display one or both vehicle registration markers, that incursion, falls within different legislation, that is to say, Display of Registration Marks Regulations 2001. Under the present circumstances, and whilst we are sympathetic to the sight line problems, we are unable to consider further enforcement at this point in time, however, we will continue to monitor the area.

This vehicle is missing its front registration plate.
This has been parked here before for almost 6 months, then removed but only after multiple complaints were filed to the council only to return again.
The vehicle has been sprayed with paint; is attracting anti-social activity to the area and is causing an eye sore as well as encouraging other unethical people to literally dump their vehicles right next to it. Please see the accident damaged Toyota Prius which was dumped last week and is missing its windows and is being used by other people as a skip.
This is attracting further anti-social behaviour and is jeopardising the safety and security of the street and those that live on it.

We have investigated this report and found the vehicle to be taxed; a taxed vehicle is a strong indicator of an interested party and therefore the vehicle is not considered to be abandoned at this time and no further action will be taken. You can check the tax status of a vehicle online via: https://www.gov.uk/ check-vehicle-tax. Insurance or MOT issues should be directed to the Police as Bromley do not have the statutory powers to deal with this type of offence.
