Badly parked car obstructing pavement for pedestrians

This car has been parked in this position for a long time, without moving. There is a primary school along the road. Because of the position, half on the verge and half on the pavement, I, being disabled and using a rollator, cannot get passed with my dog to go for a safe walk. Instead I have to cross the busier road to the playing fields. It was irritating the first time, but the car hasn't moved 3 weeks later. We have the luxury of a wide verge, big enough to accommodate a large van, so there's no excuse for this thoughtlessness.
