Noisy metal plate in street

Outside 17 Old Ford Road (an office building) in the street is a loose metal plate (over an opening) which makes a loud bang every time a vehicle passes over it, creating a persistent noise nuisance. I reported this last year, but it hasn't been fixed. I wonder, can it be fixed, please??
