At least the fourth time temporary light having been installed in the last year!

This seems to be at least the fourth time this year temporary lights have been installed at Crookham crossroads for what seems to be the same issue time and time again. When will the Highway's Authority realize that this is the primary route out of Church Crookham and that to have this constantly recurring problem is not acceptable. Whichever utility is reasonable for this impact should be heavily fined for the inconvenience they have caused and I would have thought at the very least a letter of apology should be sent explaining the problem to every household within Church Crookham.
