Drains overflowing and brook opposite my house overflowing, the banks have eroded due to vehicles driving over the verge and tarmac on road eroded

Water entered my patio and house causing me to have evacuate. House is currently uninhabitable. Further. Who is responsible for water table levels and Maintainence? Ground is saturated

Recent rain from storm Bert has caused further flooding. Some 2 days later and my patio is still 5cm deep in water making it impossible for me to walk through due to mobility issues. The water table is fully saturated and water is not draining away in to any of the drains (they are not blocked)
